StarPay Terms and Conditions (Ethiopia)

These Terms and Conditions ("Terms") govern your access to and use of StarPay's digital payment platform, websites, mobile applications, and related services ("the Service"). By using StarPay, you agree to be bound by these Terms and all applicable Ethiopian laws.

"StarPay", "we", "us", or "our" refers to StarPay and its affiliates.

1 : Eligibility and Account Registration

1.1 Eligibility

You must be:

At least 18 years old, and
Legally capable of entering into binding agreements under Ethiopian law.

1.2 Account Creation

To access the Service, you must create an account and provide accurate and complete information, including KYC information as required by the National Bank of Ethiopia (NBE) directives.

1.3 Account Security

You are responsible for maintaining the confidentiality of your account credentials. StarPay is not liable for losses arising from unauthorized account access caused by your failure to secure your credentials.

2 : Use of the Service

2.1 Permitted Use

You may use StarPay only for lawful purposes in compliance with:

Ethiopian telecom and financial regulations
NBE directives
Anti-Money Laundering (AML) laws
These Terms

2.2 Prohibited Activities

You must not:

Use StarPay for fraud, money laundering, or illegal transactions
Circumvent security features
Engage in unauthorized access, reverse engineering, or scraping of our systems
Create multiple accounts to abuse promotions
Use the Service in a way harmful to StarPay or other users

2.3 Service Modification

We may modify, suspend, or discontinue the Service at any time for legal, operational, or technical reasons.

3 : Payments, Transactions & Virtual Cards

3.1 Authorization

By initiating a payment or transfer, you authorize StarPay to process the transaction using the details you provided.

3.2 NBE Compliance

All payments and digital financial services are subject to:

NBE directives on Electronic Money Issuers
Payment Instrument Issuers
Anti-Money Laundering compliance
Know Your Customer (KYC) requirements

3.3 Transaction Records

Your full transaction history may be stored and displayed to you as required by regulation.

3.4 Fees

Applicable service fees will be communicated before a transaction is processed.

4 : KYC, AML & Regulatory Compliance

4.1 Identity Verification

StarPay may collect personal information, including:

Full name
Phone number
ID details
Address
Financial activity

For compliance with:

Proclamation No. 780/2013 (Anti-Money Laundering and Countering Financing of Terrorism)
NBE directives
Personal Data Protection Proclamation No. 1206/2020

4.2 Mandatory Reporting

StarPay may report suspicious transactions to relevant Ethiopian authorities if required by law.

5 : Privacy and Data Protection

Your use of the Service is governed by the StarPay Privacy Policy. StarPay handles your personal information in accordance with:

International best practices for digital privacy

By using StarPay, you consent to the processing, storage, and transfer of your personal information as described in the Privacy Policy.

6 : Intellectual Property

All software, trademarks, logos, and content provided through the Service are the property of StarPay or its licensors. You may not copy, distribute, reverse engineer, or modify any part of the Service without written authorization.

7 : Third-Party Services

StarPay may integrate with third-party providers (telecom operators, payment partners, merchants, etc.). We are not responsible for the availability or performance of third-party services or losses caused by their actions or failures.

8 : Marketing, Communication & Notifications

8.1 Communications

By creating an account, you agree to receive:

Service-related notifications
Security alerts
Promotional messages (unless you opt out)

8.2 Opt-Out

You may manage email, SMS, and push notification preferences through your StarPay account or device settings.

9 : Cookies and Tracking Technologies

StarPay, its analytics partners, and marketing providers may use cookies and device identifiers for personalization, fraud detection, service improvement, and advertising performance measurement. Use of cookies is governed by our Privacy Policy.

10 : Suspension & Termination

StarPay may suspend or terminate your account if:

You violate these Terms
Required by Ethiopian law or NBE directive
Fraud or suspicious activity is detected
False information was provided during registration

You may close your account at any time.

11 : Limitation of Liability

To the maximum extent permitted under Ethiopian law, StarPay is not liable for indirect or consequential damages, losses from unauthorized use of your account, network outages, telecom failures, or interruptions to the Service. StarPay does not guarantee uninterrupted, secure, or error-free service.

12 : Indemnification

You agree to indemnify and hold StarPay harmless from claims, damages, or losses arising from your breach of these Terms, unlawful or fraudulent use of the Service, or violation of Ethiopian law.

13 : Dispute Resolution

Disputes shall first be attempted to be resolved through amicable negotiations. If unresolved, disputes will be handled according to the laws of Ethiopia and brought before appropriate Ethiopian courts.

14 : Changes to Terms

StarPay may modify these Terms to comply with new Ethiopian regulations, changes in the Service, or business requirements. Changes will be posted on our website or app. Continued use of the Service constitutes acceptance of the updated Terms.
